There are more or less two Swedens: The one that one would see, and the one that he is inside. Sometimes, they seem like polar opposites. I'll describe those two sides first before making the connection.
The outside: Is plain intimidating or even scary, and the more you talk to him, the scarier he gets. He tends to loom over people, partly because of his height, partly because of his face and the eerie aura that he emits. He doesn't speak much and when he does, it are usually only very short sentences that are hard to understand. In Japanese, he speaks Tohoku accent, which is usually translated as grunt speak (dropping a few vowels). On the other hand, he is only intimidating, he never attacks anyone or utters open threats in a conversation (though what he says can often be interpreted as such, since he doesn't really manage to pick an appropriate tone, facial expression and body speech very well).
The inside: Is described as playful. From what we have seen so far he is very caring, reliable and gentle and tries to keep Finland and others that he cares for as happy and safe as possible. He tends to secondguess what he wants to say too much and thus never says much at all, and can even be really shy sometimes. He tries to understand what others are thinking and to make them feel at ease, just usually doesn't succeed.
He is a calm person who likes to do things on his own, with his own hands, instead of leaving it to others. When he seems scary, he is usually either worried or concentrated or both or just thinking/trying to figure something out. Pretty much every expression that isn't neutral looks scary (okay, even his neutral expression is). Smiling or long speeches are just something that he doesn't do (the longest speech that he has ever given is three little speech bubbles and the way that Finland reacted to it implies that it was a huge exception; in all of his canon depictions, he has smiled once).
It is also noted that he is "argument/dispute loving" (I'm not sure if there's something lost in translation, since you would assume that that involves words. I play it as him not shying away from a fight or disagreement for the sake of peace and harmony if he can afford it at all, but instead diving in head-first). While he was backwards for a long time in a lot of fields and was never a cultural center or exporter of culture, his battle skills and his fleet are a different thing and have been known as up to date and strong for almost all of his life. Right now, he is at the very beginning of his way to become an empire one day and not as successful yet in the military sector, but he's working on it. After all, military strength is what you need to protect yourself and those that are dear to you (and gaining certain territories means more fertile lands and thus a better life with better food supply for Finland and/or his own citizens).
Sweden hasn't changed much over the years, the earliest strip that he shows up in describes him nearly exactly like the later strips do; the only difference is that he is described as rebellious and violent towards Denmark. It fits his history, so I'd guess that he calmed down a lot after his fall from power in the 18th/19th century and on his way to neutrality; which means that he would be more ...physical about his actions, and easier to anger (though his anger usually tends to be quiet). And his attitude towards his fellow nations would be different, of course; most notably Denmark whom he harbours a lot more negative feelings toward than in present day, and Finland whom he only started getting closer to very recently. Sweden also does not work with a modern codes of morals, manners and approriate reactions. An example of this would be that modern Sweden would very extremely never hit a child, while for this one, it is a perfectly normal and acceptable way to get a point across.

Sweden looks at the map on the wall. It shows the eastern border - his most beloved little territory's border with Russia, to be exact. It has been safe for years now, but the treaty will run out soon, and he should prepare for that. He knows that he should, but that would mean drawing troops there that he might direly need somewhere else. There is always Denmark at the opposite end of his lands.
He can of course utilize everything in Finland's place, people and materials, to make up for sending more of his own troops, but that might not be enough. Sure, Finland is strong and so are his people; Sweden is very aware of the fact that his wife is not only the cutest and nicest and most lovely nation in the world. He is also a fearsome warrior if he has to be. But that is in the context of the Swedish troops. One day, the other man will be strong enough to stand on his own, but for now...
He just cannot dispatch any troops to Finland, he has none that he can spare just now, and maybe they will get lucky. Maybe Russia won't be strong enough to run them over. Maybe... he should tell Finland about the situation. But how is he going to say it? To explain all of that in a way in which it will not sound like the other nation doesn't mean much to him is way beyond his very limited abilities with words, and for the younger male to think that he doesn't mean much to Sweden, that is really the last thing that the Scandinvian wants.
"I havn't got 'nough troops." Not enough to properly protect the other and himself at the same time, and while important, the territory that they gained from Russia for Finland is less important than the more western territories that Denmark or one of the German cities might snatch from him if he isn't careful there. Because the lands over there are much closer to his heartlands. They are his heartlands. His people live there, and no matter how much he loves another nation, his people will always be the closest to his heart.
No, no. He cannot tell the younger man, it would hurt him and put grief between them before its time and maybe all will be well. He'd rather make more of the other blond's lingonberry jam and stock the cupboard with it so Finland won't run out of it. Without saying a word which probably makes it less effective, but how could he tell the other male that he has taken care of their supply with Finland's favourite foods for years without it coming out weird? ...When the time comes and the treaty ends, he will just do his best for that border and hope that what troops they can pull together in that region then will be enough to fend off the aspiring Slav.
